National flag is a symbolic flag of the state, and also the symbol of the state. The national flag reflect political characteristics and historical and cultural traditions of a nation through a certain style, color and pattern. On the territory of a sovereign country, it was not allowed to fly the national flag of other countries freely in general. In international exchanges, there has formed some convention of the practice of flying the flag and that had been acknowledged by all the countries in the world.
National Flag, as the representative of the flag of sovereign states, is the product of the emergence of the western sovereign states. Before 16th centuries, there does not exist the concept of “the nation-state" or "sovereignty", so there is no any national flag that symbolized national sovereignty.
Close contacts between China and the Western appear in the late 19th century, Qing period.
The Qing government began to enact a formal national flag in the modern sense in the case of distress when they found that there is no any flag to represent China in a diplomatic occasion.
