China is the most populous and developing country in the world. The basic national conditions of China at the present stage are large population, relative shortage of resources, and weak carrying capacity of environment, and that can not be changed within the short time. The problem of the population is the main problem that China has to face in the primary stage of socialism for long time, it is also the key factor related to China's economic and social development.
Solving the population problem as a whole has always been the major and urgent strategic task for realizing China's economic development, social progress and sustainable development From the 70s of 20th century, the Chinese Government unswervingly push the basic national policy of family planning around the country, and encourage late marriage and childbirth, and advocate that a husband and wife have one child and reasonable arrange for having the second child in accordance with laws and regulations.

Through the hard work of 30 years, under the undeveloped economic circumstances, China has effectively controlled excessive population growth; made the birthrate below the lower; realize the historical change from the high birth rate, low mortality rate, and high natural growth rate to low birth rate, low mortality and low natural growth rate; successfully feel about a comprehensive management way for solving the population problem with Chinese characteristics. And that powerfully promoted the improvement of China's comprehensive national strength, social progress and the improvements of people's li
ving, and it has made a positive contribution to the stability of the world's population.

Chinese government adheres to the integrated decision-making of the population and the development. And put the population development into the overall plan for national economic and social development, and strive to make the population development in harmony with the economic and social development, and be on speaking terms with resource utilization and environmental protection compatible.
